You don't have much beard growth because your genes didn't program your body to have much. Simple as that. At 21 you should be fully mature, and just face the facts that you won't have a full beard. Loads of guys don't. if you look around at other guys discretely of course, you'll see lots of guys who have darker spots where they have whiskers, but lighter spots on their face where they don't- so they can't grow beards either. Patchy beard growth is quite common, and nothting you can do about it, just means you don't have as much to shave. but if you don't shave, the patches will look strange.
